In April 2008, at the NATO summit in Bucharest, French President Nicolas Sarkozy and German Chancellor Angela Merkel opposed Ukraine's rapid entry into the alliance. The Bush administration wanted to expand NATO to include Ukraine and Georgia, but France and Germany, along with Spain, Italy, and the Netherlands, strongly opposed it.
In 2008, Germany considered it too early for Ukraine to join NATO because it found that the political conditions were not met at that point. Germany and France reportedly offered resistance to the NATO ambitions of Georgia and Ukraine.
In December 2008, France pledged to review the decision.
